The PHY Command Register enables the CPU to read and reset the statistics related to PHY ports.

Before writing any command in the PHY_Command Register the CPU must check if PHY_Command_Register_bit_0 = 0.
When the bit_0 = 0, it means the previous command has been processed. If the bit_0 = 1, it means the previous command is in
process.
