The threshold level of pin 2 is 700

20 mV. The specification of the HIGH and LOW levels is in accordance with the
scart fast blanking.
The black level of input signal must be 2 V; amplitude 1 V (peak-to-peak value) nominal (Y = 700 mV,
SYNC = 300 mV).
